What do you mean Ludi JQ not working? The Ludi JQ is part of the Rydole PQ so it should be disabled in Shanks. Do you mean it is not working in Rydole's PQ?

How did you get to the JQ? That JQ is only for the Party Quest so all methods of going there should be disabled except for Rydole or Shanks if I haven't removed it yet.
